Processes of small and medium size business development under globalization. Comprehensive research of the functioning of small and medium size business government support systems in the developed countries, estimating of trends in the evolution of these systems under globalization and developing of the conceptual framework for building-up the small and medium size business government support system in Ukraine. Methods: dialectical method, statistical quantitative and qualitative comparison, scientific abstraction, analysis and synthesis. The character, current state, peculiarities and tendencies of small and medium size business development in the developed countries are analyzed. Orientations, forms, tools and programs of small and medium size business government support in the developed countries are systematized. A methodology for analyzing government support systems structures and their modeling has been developed. Using the proposed approach and basing on the differences of government support systems in principles of formation, functional sub-systems structures, ratios between financial and non-financial components, levels of private, public and non-government organizations involvement in providing support to small and medium size business the specifications of the models of the European, American and Japanese systems of small and medium size business government support have been elaborated. Conceptual framework for building-up the small and medium size business government support system in Ukraine in compliance with the principles of Istanbul Declaration is suggested.
