In the thesis the classification of mortgage institutional elements and instru-ments is developed on the basis of structural and functional analysis of the nature of international and domestic mortgage markets. The primary tendencies of international mortgage markets are considered and distinctive features of Ukrainian mortgage market development are determined. Dissertation presents the methodological principles for designing of the national mortgage system and identifies basis of functioning of second-level mortgage institution. Author contributes into adaptation of new instruments of mortgage refinancing mechanism.
