Stepanov A. Increasing of the efficiency of state currency exchange regulation mechanism in Ukraine

Object of research - processes of state management in sphere of the currency relations in Ukraine. The purpose of research - development of the effective state mechanism of an exchange control and control in Ukraine based on the complex form of organizational structure of state bodies, interaction between which is based to progressive methods of influence on the subjects of foreign trade activities infringements, directed on a bias, instead of on liquidation of their consequences. Methods of research - theoretical generalization, descriptive, analysis and synthesis, expert, practical supervision, statistical, graphic, factor, tabulated, economic-mathematical, analogies, structural synthesis, script, induction, system approach. The practical significance of the received results is, that they are used at development of the working and educational programs, should be fixed in a basis of the practical allowance for state bodies, which carry out currency exchange regulation, are introduced in activity of bodies of a state tax service. The scientific novelty of the received results is, that the model of complex organizational structure of state bodies of an exchange control and control directed on protection of interests of the state and the domestic enterprises at realization external economic activities, is developed for the first time. Algorithm of realization of counter checks of the contractors of the subjects of foreign trade activities with the purpose of prevention of losses of a public finance as a result of realization of illicit and pseudo-export operations; methods of an estimation of efficiency of the state mechanism of an exchange control and control based on construction of a scale of advantage of Harrington; the normative rules of the acting acts by the substantiation of expediency of entering of respective alterations are advanced. The basic preconditions of evolutionary development of the state mechanism of an exchange control and control in Ukraine in a part of their complex exposition with the help of the factor analysis; normative rules and the interrelations of the basic directions of state regulation and control in sphere of foreign trade activities have received the further development.
