Feschenko N. Budget regulation of plant production

Object of research: budgetary system of Ukraine regarding financial regulation of agriculture and the agricultural commodity producers using budgetary funds. The purpose of research: a theoretic -methodical substantiation of priority forms of budgetary regulation and development of offers on improvement of the financial mechanism of direct budgetary support of production of plant growing. Methods: dialectic, is abstract-logic, monographic, method of extrapolation, economic-mathematical modelling, the analysis and synthesis, graphic. Theoretical and practical results: necessity of transformation of a way of regulation of a domestic production aside reduction of direct dependence of the size of budgetary grants from volume of developed production is proved. The model of budgetary regulation of production of plant growing adapted for requirements WТО is developed and the structure of charges of the state budget is recommended for financing of target state programs of support of manufacture. Scientific novelty: the concept of " the budgetary mechanism of regulation production " is certain and the theoretical substantiation of necessity of " system budgetary regulation " is profound. Features and lacks of the modern mechanism of budgetary support of manufacturers production of plant are found out, ways of its improvement are offered. Degree of introduction: methodical development are introduced by Central administrative board of agroindustrial development of Zhitomir region results are used in educational process. Efficiency: use of results of research will assist improvement of mechanism of budgetary regulation of an agricultural production operating in Ukraine. Sphere, area of use: bodies of the government and management, the agricultural enterprises.
