Pilkevich V. Organizational-legal providing of state property management in Ukraine

Thesis is devoted to the legal forms of realization property management in Ukraine. In work is explored the features of the state as a legal subject of property and as a subject of state property management, notion and maintenance of state property management opens up, the system of organs of state property management is determined and forms and methods of their administrative activity in this sphere. In particular, in work an idea is conducted, that for description of state property management key there are notions of the state and basic sides of its socio-political setting, that is represented in its functions. For realization of the socio-political setting the state objectively must have the proper property in own, that makes the material basis of realization of its tasks and functions. Taking into account it in work is established, that relations, which arise up in the process of realization of state rights in relation to the domain, uses and orders by state property, is mostly the administrative relations which are conducted by the norms of administrative law. The table of contents of administrative activity in the field of management by state property is represented in aims (tasks), functions and methods of activity of organs of executive power, which carry out the state property management within bounds of traditional rights of domain, use and order by property. In Thesis the system of organs of executive power, which carries out the state property management, is analysed also, forms and methods of their administrative activity in this sphere. Thus the leading form of state property management are legal acts which enough often are foundation of origin of typical civil legal relations concerning state property are acknowledged.
