The dissertation is devoted to development of methods and algorithms of segmentation, recognition and compression of non-stationary sound signals for maintenance more an effective using of telecommunication channels, means of documenting of sound signals, and also systems of monitoring of environmental noise pollutions. The analysis of existing methods of compression of non-stationary sound signals is carried out. It is offered model of a non-stationary sound signal, parametrical and nonparametric algorithms of sound signals segmentation are offered.
