Ryshko E. Legality in the Context of the Measures for the Prevention of Offences in the Official Activities of the Militia of Ukraine.

The dissertation deals with the theoretical and practical problems of legality and discipline and the measures for the prevention of offences in the official activities of the organs and subdivisions of ihe militia of Ukraine. The essence and the contents of the categories of legality and discipline as the philosophical-theoretical phenomena, the dialectics of their correlation, and the problems of their influence in the official activities of the militiamen are analysed. The complex scientific generalization of the influence of the objective and subjective factors and the determinants on the legality and discipline offences in the official activities of the militiamen is carried out in the dissertation. The state of legality and discipline, the role of the preventive measures, the social and legal protection of the militiamen, the personnel policy, and the formation of the general and legal culture of the militiamen are studied. The statement, that the public opinion, the connection of the militia with the public and mass media is of great importance in the law enforcement by the militiamen, is stated. They assist in the creation of the qualitatively new basis of the strengthening of the service-professional and moral-psychological potential of the law enforcements officers, the exclusion of offences among the militiamen, the direction of their activities on the law and discipline enforcement in their official activities. The dissertation has practical value for the improvement of the measures for the prevention of offences in the official activities of the militia of Ukraine, for the educational, social-psychological work in the organs and subdivisions of the militia of Ukraine.
