In dissertational work it is investigated features and problems of the organization of financial maintenance of small enterprises; foreign experience in the field of a state policy of development of small business; the basic models, approaches and tools of stimulation of small business development at a regional level. The basic forms of financial maintenance of small entrepreneurship at different stages of life cycle are analyzed; directions of improving of existing system of financing of small business are proved. In work it is developed and it is offered concrete recommendations on perfection of financial maintenance of the enterprises of small business at a regional level. In particular, necessity of creation of regional systems of financial - credit support of small business, it is offered the concrete circuit of work and principles of construction of these systems; the question of perfection of existing approaches to carrying out of inter-regional comparisons of a level of development of small business that can be used for increase of regional programs efficiency of small business development is considered; offers concerning perfection of bank techniques of the analysis of credit status of subjects of small business are developed.
