The dissertation is devoted to the conception of national law system development in the field of vessel's managerial crew manning. The role and place of human factor in safety management of ships is investigated. Criterions of safety manning are presented. Correlations between state bodies and ship owners, their authorities and legal acts, their rights, responsibilities and activity in safety manning are determined.
