The dissertation investigates economic essence of investment resources' move under the conditions of open economy. The character of financial Globalization is defined and the mechanisms of counteraction to the negative tendencies of destabilization due to Globalization are grounded. Monetary factors of the real economy sector, the aims and criteria of macroeconomic adjusting the money flows are studied, the role of the institutes in adjusting the financial sector, the role of innovations in the investment-financial sphere is explored are studied.
