The dissertation is consecrated to creation neural network information technologies for forecasting parameters of socio-economical and technological systems. It is evolved an architecture of ANN for the variants of diminished training samples. It is developed structures and methods of using neural networks with noniterative training in which matching the opportunity of application simultaneously "legible" and "fuzzy" data, and the information analysis technology of principal components of time series.
