Essay

The thesis is devoted to the research of the role of technical assistance (TA) in market transformations of transition economies. Main periods of technical assistance system formation in the world economy were classified, the nature of the "technical assistance" term was identified, and the role of technical assistance in relations between countries of different economic development level was analyzed. Channels of technical assistance inflow to recipient countries were subdivided into two major ways: bilateral and multilateral. The major role, which TA plays in recipient countries, is to transfer best market experience from the most developed countries into transition economies with the aim of speeding up economic development, market transformations and eurointegration processes in case of Ukraine. Considerable differences in principles of TA inflow in size and institutional management in newly accepted members of the EU from the Central Europe were identified; deficiencies of the TA coordination in Ukraine were single out and necessary measures for eliminating the gap were developed. The EU technical assistance programs considerable changes were identified and analyzed; reciprocal actions from the recipient side were suggested with a view of increasing TA effectiveness and to speed up market transformations in Ukraine.
