The process of forming for competitive advantages of the national economies under the influence of the globalization. Complex analysis on the basis of the newest conceptions of the human resourse of the role of human resourse in the forming for high competitive rate of the national economies under the influence of the globalization. There is a theoretical basis of human resourse researches, the author has systematized the factors of competitiveness under the criteria of their "human" measuring. The mechanism of human resource investments of highly developed countries has been investigated and their leading role in formation of the strategic competitive advantages of the countries has been founded. Using the international criteria of competitiveness the quantitative and qualitative characteristics of Ukrainian human resource has been estimated and the recommendations as to developmentof national human resource have been elaborated.
