Naumenko S. Mechanisms of increasing efficiency of the system of state management of economy: organization-methodological aspects

Object of research - system of state management of economy of Ukraine. The purpose of research - development of the approaches to construction of an effective system of state management on a basis of the scientifically reasonable model of the mechanism of management structured behind attributes of administration on principles of mutual influence of the subjects of state management, forecasting of consequences of the state programs, regulation of application of tools of state management and debugging of an effective system of feedback. The practical significance of the received results is, that the materials stated in the dissertation, are used in educational process at Donetsk state university of management, the offers on determination of a parameter of social satisfaction are used at realization of a current estimation of activity of management of work and social questions of Donetsk urban council. The scientific novelty of the received results is, that for the first time conceptual basis of the mechanism of state administration consisting in formation of new model of the mechanism of state management, which realization comprises three mechanisms ensuring transparent and an effective system of an authority, is justified; the model of an estimation of efficiency of functioning of system of state management on the basis of a parameter of social satisfaction determined by a degree of participation of society in state management, level of social security both protection of the rights and freedom of the citizens, economic and political safety, is justified and is developed. The terminological device of the theory of state management in a part of determination of concepts "the mechanism of state management", "the form of state management", "the tool of state management", "a method of state management"; classification of tools of state influence on economy are advanced. Theoretical and organizational rules of state influence on a national economy in a part of allocation of concepts "the mechanism of state management" and "the mechanism of state regulation"; the methods of an estimation of functioning of system of state management providing the analysis of structure of development of economy in a context of effective activity of system and a concrete - historical method for general diagnostics of development of systems, have received the further development.
