The dissertation deals with the theoretical analysis of the juridical nature of president's lawmaking acts in the republics with the mixed form of governing (Byelorussia, Bulgaria, Armenia, Georgia, Kazakhstan, Lithuania, Moldova, Mongolia, Poland, Portugal, Russia, Romania, Ukraine, France); the main tapes of his lawmaking activity are established, that is direct, joint and indirect. The definition of the president's act of lawmaking is offered. The juridical nature of the president's act of lawmaking in the republics with the mixed form of governing is searched - normative-legal act and normative-legal treaty, the criteria of their classification are suggested, the signs and the function, including the social are determined. The correlation of normative-legal acts and other higher bodies of public power are determined. The legal nature of president's "veto" institute as defined more exactly. This is concerning the laws which are adopted by the Parliament; its lawcreative character is also marked. Inaddition it is proved that the documentary "veto's" drawing up isn't a legislative act, but it is an optional stage of the lawmaking process, which may be drawn up as a decree.
