The dissertation herein contains the results of the study such a juridical category as normative construction of retrospective legal responsibility in public law of modern Ukraine. The author gives a definition to a normative construction of retrospective legal responsibility in public law and its structural elements characteristics. He also exposes the distinctions of forms of bringing to legal responsibility, correspondence of punitive sanctions with legal responsibility, the nexus of the latter and state coercion. He also describes the principle of individualization of legal responsibility, and finally puts forward some proposals with respect to the legislature improvement.
