Essay

The dissertation is dedicated to the political analysis of the state information policy of the Chinese National Republic; to definition of ideological specificity of the international cooperation of China in the sphere of the information and the communications within the frameworks of the regional intergovernmental organizations and factors of information development of the Chinese society in modern system of the international relations. The work is based on theoretical and methodological researches of a problem, generalization of results of scientific searches of foreign and Chinese experts concerning the international, regional and national information policy, definition of a main role of political ideology of China in its formation and realization in the conditions of transformation of world political systems; the comparative analysis of models of an information society of the countries ATR which reflect features of external and internal policy of the states; on structurization and modelling of components of the state information policy, as well as on offers and recommendations concerning the maintenance of interests of the state information policy of the Peoples Republic of China in the international cooperation. In the dissertation it is shown, that the key role in realization of the state information policy of the Peoples Republic of China belongs to political authority and the state institutions alongside with elements of market economy. Performance by the state of functions of the potential leader at global and regional levels provides formation of Chinese information society, the main aim of which is the policy of reforms and openness, democratization of the governmental institutes and intellectualization of Chinese society. The priorities of the state information policy of the Peoples Republic of China, examined on the basis of system, structurally functional and comparative methods of research, reflect practical experience of political authority of China in achievement of the purposes of the international cooperation. The components of the state information policy (informatization, electronic government and information security), in particular, are analyzed in the dissertation. They are necessary for maintenance of national interests by realization of the Chinese model of an information society and specificity of integration of the Peoples Republic of China to the international community.
