The basic ways of transformation of territorial bulks are marked and based on the comparative analiysis of existing bills "About a hero-town Sevastopol", ways of improvement of the organisation of management to Sevastopol are offered and the new concept of legislative maintenance of a legal status of Sevastopol is developed.
