Obodets R. Mechanisms of the state governing resource maintenance of the region's social and economic development

Object of research - state management of social and economic development of the country. The purpose of research - substantiation of theoretical and methodical bases of perfection of mechanisms of state management of resource maintenance of social and economic development of region. Methods of research - logic generalization of the separate facts and results of researches, deduction and induction, analysis and synthesis, classification of objects and processes; economic measurements, economic and statistical (grouping, account of average sizes, research of lines of dynamics etc.); setting of norms of economic parameters, "convolution" of separate indicators in an integrated estimation, comparison to the reference market, expert evaluation. The practical importance of the received results is, that in the thesis the recommendations for perfection of formation of the plan of social and economic development of region are developed. The scientific novelty of the received results is, that for the first timeconceptual bases of state management of resource maintenance of social and economic development of region based on principles of integrated approach, openness and the partnership, are offered. The theoretical and methodical development, which are based on valid potential of Donetsk region both normative and legal base, in a direction of creation of effective mechanisms of stimulation of social and economic development; methodical rules on evaluation of resource flows, which will allow to introduce a rating parameter of a condition of resource maintenance; the means of state management of territorial development and stimulation economy of resources in different spheres of economic activity are advanced. Ways of realization of regional policy of the state to directions of purposeful development of territories; normative, legal and institution basis of formation and realization of regional policy in a context of resource maintenance of social and economic development; methodical means of formation of a state control system on the basis of development of the indicative plan; the theoretical approaches to formation of state regional policy, within the framework of which is specified and the concept "resource maintenance" as set of material and non-material resources involved in the appropriate process in view of their limitation is extended have received the further development.
