System of state regulation of regional development. To define institution-legal and resource-technological features of regional strategy of development and to develop directions of improvement of mechanisms of their practical realization, strengthening of a role of regional authority adequate to modern lines. Methods of research: historical-structural; a principle of the objective analysis; the system analysis; logic generalizations, a method of the comparative analysis. The place of strategic planning in the organizational mechanism of state regulation of regional development is certain; the methodological scheme of application of the process approach to strategic planning is offered; the technique of an estimation of the integrated parameter " an index of regional development ", as bases of formation of information model of region is developed; methodological approaches to process of strategic planning regional development are advanced. Results are introduced in the Odessa regional state administration and in the Odessa regional institute of government NAPA at the President of Ukraine.
