Essay

The object - the processes of the land tenure of municipal and agrarian institutions in modern condition; the purpose - a development of the theoretical and methdological basics, methodologies and toolbox of modeling, analysis, syntheses and buildings of automatic management by the land tenure processes, which are directed on decision of the problems of the rational use of the lands; the methods - a system analysis, theory of chances, theory of sets, theory of the fuzzy sets, direct observations, mathematical modeling; novelty - for the first time the complex of the mathematical models and information technology for decision of the problems of management by the land tenure processes, which are directed on decision of the problems of the rational use and guard of the lands are offered; the development of mathematical system definition by language of theory of sets has got the most further; the scientific motivation of the structure, functions, ways to organizations and buildings of automated control system by ground resources are received, which provides rational, efficient use of the lands; the method, allowing realize the comparison of the factors and get the corresponding to numeric function, which expresses the degree an advantage one factor comparatively others is offered; the theorist-methdological approaches for optimization of the decisions in system of the land tenure are designed; the mathematical models of the land tenure on the base of the theories of the fuzzy sets and procedures of the shaping the collective decisions in managerial system by the land tenure are designed; it is entered - in Kherson management by ground resources and in scholastic process of the information technology department of KNTU; the application - management by ground resource.
