Essay

Purpose of research: working out of theoretical and methodical regulations of organization and realization of sample surveys of non-financial service small enterprises. Object of research: results of activity of non-financial service small enterprises. Subject of investigation: theoretical, methodological and practical basis of sample surveys of non-financial service small enterprises. Methods of research: dialectical method of cognition of economic phenomena, general scientific methods of observation, comparison, generalization, analysis and synthesis, and statistical methods: sample method, statistical grouping, variational series, generalizing statistical indicators. The scientific novelty lays in working out of theoretical-methodical basis of sample surveys of non-financial service small enterprises organization and the practical recommendations on its carrying out. For the first time: fundamentally new methodological approaches to conducting intra-year sample survey of non-financial service smallenterprises have been developed; expediency of gradation of outliers by reason of occurrence and degree of influence on sample characteristics has been proved; methods of analysis of sample frame have been developed; sample size determination methods with asymmetric distribution of population have been developed; the issues have been improved as follows: principles of forming service statistics in the business statistics system; the design foundations for a stratified sample of enterprises; quality support tools of sample surveys of non-financial service small enterprises and optimization system of these surveys; the issues have undergone the further development as follows: the outlier detection methods based on control of a sample error and the distance from a preceding unit to a corresponding one of the ranked series; nonresponses compensation methods for sample surveys of small enterprises. Extent of implementation: the results of research have been implemented in the practice of the State Statistics Committee of Ukraine and Center of complex research of antimonopoly politics, for teaching of course Statistical Modelling and Forecasting in .State Academy of Statistics, Accounting, and Auditing of the State Statistics Committee of Ukraine.
