Iarmolenko I. The organization and legal basis of veterinary police divisions on carrying out of quarantin veterinary actions

The dissertation encompasses comprehensive research in the organization and legal basis of activity of veterinary police divisions on carrying out of quarantin veterinary actions in Ukraine as a governmental bodies in the field of veterinary medicine. In particular, the research in the veterinary police divisions on carrying out of quarantin veterinary actions activity includes the procedures of state veterinary-sanitary control and supervision and the enforcement of the law of Ukraine on veterinary medicine. The veterinary law and regulation practice of veterinary police divisions on carrying out of quarantin veterinary actions activity in terms of its administration and, particularly jurisdiction authority within the framework of veterinary medicine were analyzed. Based on the analysis of normative regulation of state veterinary inspector authority, the basic tendencies in regulation of legal relationships were identified. These legal relationships imply the processes that are involved in the execution of state veterinary-sanitary control, inspection of the observance of veterinary-sanitary measure requirements, cases of violation of law on veterinary medicine, or conduction of measures against outbreaks of quarantine animal diseases. In addition, based on the studies of European Union legislation and its enactment, scientifically and practically substantiated recommendations on the improvement in regulating veterinary police divisions on carrying out of quarantin veterinary actions activity were developed. These recommendations include the development of new laws and implementation of changes in laws and legislative acts of the Government of Ukraine that are already in force. This improvement should substantially facilitate the functioning of veterinary police divisions on carrying out of quarantin veterinary actions as a governmental institution in the field of veterinary medicine. The institute of administrative-juridical responsibility concerning infringement in the field of veterinary medicine was analysed.
