The dissertation is devoted the decision of the important scientific problem - to increase of efficiency of management's processes by activity of telecommunications companies and qualities of services which are given by them, by working out new principles of construction of the progressive hierarchical automated control systems of the enterprise and introduction of optimizing models in management of its working out. The basic results of dissertation work are used by working out billing information system "Slavutich" which is the basic module of a functional subsystem of "Ukrtelecom", and also in educational process at teaching of disciplines devoted to the computerized information technologies.
