Loktyeva N. Legal regulation is the complex usage of the Dnieper basin water resources.

The legal nature and mechanism of legal ensuring the complex use of the Dnieper basin water resources is examined in the research. The complex use of the Dnieper basin water resources (with defining its notion and features) has been investigated. The appropriateness of implementing the basin principle management in the field of use and protection of water and recreation of water resources has been argumented. The ways of practical application of the major fundamentals of this principle have been first The presence of necessary motives to examine the efficient use of water resources as a means of their effective protection has been proved. These motives have been detally studied. The Law of general water use as a separate legal Institute has been examined. The characteristics the Law general water use and its pecularities have been determined. The definition of the concept of special water use has been analyzed. The principle of serviceability of special water use has been studied and it has been suggested to distinguish some certain kinds of special water resources use for ensuring the proper use of payment for special water use. Due to special analysis there have been detally revealed the pecularities of water resources use for the needs of municipal economy, fishing, agriculture, hydropower engineering and water transport. According to the carried out research a chain of changes to the legislation has been suggested. The necessity to draft a bill on amending the legislative acts of Ukraine concerning the regulations of relations on water resources use has been substantiated. There has been suggested a mechanism of improving the legal regulation of lease water use by the way of adopting by the Cabinet of Ministers of Ukraine the Order of providing water objects in use on the basis of lease.
