On the basis of scientific generalization and more precise definition a chain of theoretical categories in regulation of small business sphere is defined and specified. In the dissertation are analyzed conditions of functioning and small business development regulation mechanism in Ukraine. Methodologies of analysis and prognosis of small business development tendencies according to economic activities according on regional and national levels are proposed. Improvement concepts of small business regulation environment in Ukraine are formed.
