Essay

The research is devoted to theoretical grounds and development of influencing the norms of specific technical and economical indices of increased indicators of the budget cost of reconstructing housing objects. Being based on the generalized existing domestic experience of the increased indicators of the budget cost development, exposure of basic factors that influence their formation and corresponding research conduction, we have elaborated the scientific grounds and practical measures of applying the economical and mathematical methods, namely regressive modelling for setting increased indicators of the budget cost of reconstructing housing objects. Theoretical and practical measures on increasing the authenticity of normative indices by grouping the initial array of the reconstructing housing objects into homogeneous groups are scientifically grouped and suggested. Alongside the basic methods of calculations procedure, the express-method is elaborated for considerably decreasing and simplifying calculations regarding the norms of the increased indicators of the budget cost.
