Malyniak B. Investment basis of state and local budgets of Ukraine.

An object is the budgetary investments and mechanisms of its financial providing. A purpose is a ground of theoretical positions of budget investment constituent, and also determination of priority directions of improvement of its formation and usage. Methods: scientific abstraction, system evaluation, scientific deduction, economic-statistical methods and receptions, economic-mathematical. Results: the author proves conceptual approaches to formation and usuage of investment constituent of Ukrainian budget on the modern stage of state creation and forms recommendations of the applied character in relation to its optimization. Novelty: the author certain the functions of budgetary investments in a market economy and methods of their realization; grounds principles of budget resources formation for investments financing; improves classification of budgetary investments; specifies interpretation of budgetary investments essence; timproves the mechanism of distribution of investment sabsudies from the state budget between local budgets. It is inculcated in research works, in activity of Ministry of finance AR Crimea, in an educational process. A sphere is the budgetary system.
