The dissertation is dedicated to the research of the mutual responsibility of an individual and a state as a kind of social responsibility which constitutes a democratic institute of a democratic, social and legal state under the conditions of developing the political reform, civil society and the integration of the Ukrainian society into the international and European political and legal spaces. The researcher proves the idea that transformation of the presidential and parliamentary form of governance into the parliamentary and presidential one is feasible stipulating only the improvement of the democratic institute of mutual responsibility of an individual and a state, as well as the achievement of mutual understanding between the state power branches and between the leading political groups and the opposition. The dissertation reveals that the democratization of society, the deepening of the political reform are necessary prerequisites for the creation or a new democratic framework of relations between an individual and a state. The relations of partnership not of paternalism. Following the undertaken analysis the author suggests to deepen the theoretical background of a democratic, social and legal state and elaborate an integral and efficient concept of the mutual responsibility of an individual and a state under the forming of the Ukrainian statehood.
