The thesis tackles the issues of researching the normative-legal regulation of militia activities based on the principles of lawfulness, humanism, personal respect, social justice, interaction of public organizations and people, and the role of law therein. The author phrases a definition of departmental normative-legal regulation of militia activities and characterizes the object of such regulation. There are disclosed basic advantages of law to other forms (sources) of justice, requirements to law as a priority form (source) of justice, peculiarities of legislative and sublegislative regulation and correlation of law and departmental norms issued by the Ministry of Internal Affairs; their systemic links are considered, main trends of harmonizing legislation in the sphere of law enforcement are outlined and suggestions on improving the legislation in our country are put forward.
