Essay

The thesis is devoted to the political analysis of conceptual and theoretical principles of virtual diplomacy as a constituent of state's political culture; to the comparative analysis of state-of-the-practice the USA, Canada, Great Britain, Federal Republic of Germany, France, Finland and State Israel in relation to use of virtual diplomacy for distribution of national political culture's values and to finding out of structurally functional character of virtual diplomacy of Ukraine. The work is based on theoretical and methodological researches of a problem, generalization of scientific searches' results of foreign and Ukrainian experts; adduced arguments for use of virtual diplomacy as a constituent of state's political culture and the instrument of distribution its geopolitical interests. In the thesis it is given definition of "virtual diplomacy", "virtual ambassador and embassy", "virtual consulate", "instruments of "soft power" as component the state's political culture". The dissertation contains results of the government programs' research about political activity of Ukraine in the conditions of state creative changes, and also recommendation in relation to perfection of political culture's instruments of Ukraine by facilities of virtual diplomacy.
