The object - processes of functioning and development of the High School; the purpose - development and completion of the constructive theory and problem-oriented toolkit, modeling of the processes of management by functioning and development; research and optimization of acceptance of the decisions of management of the High School in view of influence of the factors of external environment; methods - objective-guided analysis and synthesis of structure of the information-managing system of the High School, theory of management, theory of sets, methods of indistinct logic, theory of the graphs, elements of the statistical analysis of the experimental data, imitating modeling; novelty - methodological approach to formalization of processes of distribution of the limited quantity of resources of the High School in conditions of a high degree of centralization and uncertainty for the first time is offered in view of a rigid competition, with use of methods of the applied system analysis, and also influence of the external and internal factors; is developed and the model of planning of a set of the students and transformation of resources of the High School is investigated; area of application - system of High education.
