The dissertation presents complex research in administrative and legal regulation of state youth house crediting. According to the aim set the author defined the notion of state youth house crediting, formulated its role in social and economic politics; the essence and the peculiarities of administrative and legislative regulation of state youth house crediting, its subjects, object, functions, principles, methods and forms; the foundation for appearing youth’s right on social protection in the sphere of state youth house crediting; the main point of institutional ground for administrative and legislative regulation of state youth house crediting; the essence of legislative and organizational basis for the activity of State specialized institution “State fund for assisting youth house-building” as a subject of administrative and legislative regulation in social and cultural spheres. The work analyses the present legislation and practice of administrative and legislative regulation of state youth housecrediting. It examines factors that influence the effectiveness of administrative and legislative regulation of state youth house crediting and suggests the methods for rising the effectiveness by improving legislative norms and administrative mechanism.
