In the thesis conceptional and ecologic and economic approaches to the formation of the management system have been researched for that the ecologization of producing and ontogenesis of the ethno and social systems, gnosiology of the development of the Ukrainian ethno and social system have been studied, management and prediction of the processes in the ecology on the base of the appropriateness of the historical development have been determined and also the social and economic development of the irrigation.
