Research work contains system analysis to scholarly approaches of "interest" conception, forming of its main point in philosophy and psychology. The result of such study became a foundation of political interest as the mean of society relations rationalization. To clarify the principle of interrelations between concepts of political values, political needs, political interests it was suggested the author definition of "political interest" concept. On the basis of the method of analogy and psycho-mental matrix of human, and as the result of made investigation of groups of interest in politics, it was founded the scheme of rules of political interest institualization.
