Essay

Object of the study is national economic, organizing and normative-legal conditions of the ensuring the processes to commercialisations and transfer scientifically based technology, under development facilities for count of the state budget. Objective of study is development theoretical основ processes to commercialisations and transfer scientifically based technology small enterprise and development practical recommendation on improvement organizing-economic mechanism for provision of such processes in border national innovation systems. Methods of research are structured-logical and qualitative analysis, statistical analysis, expert estimation and портфельного of the analysis. Theoretical and practical results: the scientific problem of the development institute positions is solved in sphere of the issue of the rights on objects of the intellectual property; proposition on creation national and university innovation systems. Novelty is theoretical and scientifically-methodical bases of the shaping organizing-economic mechanism of the ensuring the processes to commercialisations and transfer scientifically based technology small enterprise to type "spin-off". Degree of the introduction by: Donetsk national university, National documentation centre on cooperation with ES in sphere of the science and technology within the framework of Regional supporting point under Donetsk associations of the development educational and scientific networks. Branch of application is high educational institutions, organizations to National academy of the sciences of the Ukraine.
