Kruglikova V. State administration by specialization and cooperation in a national economy

The object of investigation is the process of state governing the specialization and cooperation in the national economy. The purpose of the thesis is scientific- theoretical substantiation of methodical and practical recommendation concerning improvement of state governing the specialization and co-operation in the national economy. The methods of investigation are abstract-logical, statistics-economic, monographic, calculation-constructive and experimental methods. The scientific novelty of the obtained results is in the content-structural analysis, the substantiation and development of theoretical, methodical and practical propositions concerning improvement of state governing the specialization and cooperation in the national economy. For the first time: the structural-logical model of state governing the renovation of the systems of specialization and cooperation in the national economy in interdependence of their technical-technological, organizational, social-economical, legal, political and ideological elements in phase has been elaborated; a concept model of methodical provision of strategies and programs of specialization and co-operation development has been proposed, with the generally civilizing and progressive type of a state management mechanism being the basis of it. The following has been perfected the approaches to state governing specialization and cooperation in a national economy coming from their typology and functions; the methodical approaches to estimating the level of state governing the specialization and co-operation in the national economy by the way of determining the system of economic, natural-technical and information units of measure. The following issues have future development theoretical foundation of investigation state governing the specialization and co-operation in a national economy; the determination of the factors of state governing the specialization and co-operation according to objects, the content, the place, the character of actions, the time, the structure.
