Stetsenko O. Regional management of development of international economic activity in the state management system

The object of the investigation is the system of state managing the development of external economic activity on a regional level. The purpose of the research is the development of theoretical bases and methodical tenets, working out practical recommendations about distributing functions and methods of state managing external economic activity on a regional level. The methods of investigation are system-structural analysis, comparative and functional analysis, polycriterial and situational approaches, economy-mathematical statistics. The practical value of the received results is that they make up the organizational-methodical basis for determining the directions of the improvement of the system of state managing the external economic activity on a regional level in the conditions of its dynamic development. The scientific novelty of the received results is that it has been proved for the first time that for rationalization of authority-managerial plenary powers in the sphere of state managing the external economic activity it is necessary to proceed from the subject-functional principle of their distribution between central and regional subjects of state management; an indicatory model for the determination of the development level of the foreign economic activity of a region is applied. The organization-methodical approach to defining priority directions of assigning the functions and methods of state managing the external economic activity to regional bodies of state management system has been improved. The system of indexes of complex estimating the state of external economic activity of a region has been also improved. The definition of the essence of the following notions has received further development: “the state management of the external economic activity”, “the system of the state managing the external economic activity”, “the mechanism of the state managing the external economic activity”; the main principles of the formation of the effective mechanism of the state managing the external economic activity on a regional level, and also the ways of substantiating the directions of its further development on the basis of determining the subject spheres of authority managerial influence have been thoroughly worked out.
