Panova N. Juridical administrative bases of state management development in modern Ukraine

The dissertation is devoted to the complex analysis of juridical administrative bases of state management developmental process in Ukraine. The author analyses the notion of juridical administrative bases of state management developmental process, examines urgent questions of influence of the legal state management acts on reforming of the state management relations, defines a role of administrative law as fundamental factor that ensures development of the state management system and functioning of the executive authority in Ukraine. At the same time the dissertation contains the characteristic of the theoretical and practical contents of concept democratization of state management system from the point of view of administrative law science. The author proves the legitimacy of use of democratization and humanization criteria not only in the general understanding of state management, but also in the sphere of administrative law. The special attention is given to the study of an administrative reform role in a context of improvement of executive authority system, state service, to the analysis of concrete juridical steps directed on assistance of the administrative reform concept. Also the author investigates the basic problems of forming the juridical administrative bases of legality in the sphere of executive authority. The dissertation contains a number of author’s propositions concerning improvement of legislation system as to legal maintenance of state management reforming at the present stage.
