Popov O. Models, methods and instruments of efficient city economy administration

The actual problem of working out mathematical models, methods and instruments of efficient technological process control of municipal enterprises for quality and efficiency increase of their operation is considered in the thesis. Design, development and implementation methodology of new generation information system of municipal geoinformation and analytical administration has been studied and proposed. On the basis of the proposed methodology the main engineering solution of information, technical, software, mathematical, organizational and normative support of municipal geoinformation and analytical administration has been realized. The stochastic approach to problem solution of optimization of natural gas transportation and distribution in one of the main and ecologically dangerous subsystems of geoinformation and analytical control systems in the municipal gas supply system which includes mathematical problem definition in the form of multicriterial task of nonlinear stochastic programming, determined equivalent of this task and effective solution algorithm has been proposed. Optimization methods of planned operating conditions of electro-chemical protection of underground pipelines of gas distribution networks which includes mathematical problem definition in the form of nonlinear stochastic programming, determined equivalent of this task and effective solution algorithm has been worked out.
