The thesis is devoted to scientific and practical issues of organization-economic ensuring telecommunication development, economic mechanism development of sector investing activity, tariff policy regulation creation. In the work the main point of telecommunication government regulation is considered. There are also developed actions for investing policy government regulation enhancement, investing process legal ensuring, working-out of investing strategy telecommunication development. There was also improved the organization-economic investing mechanism ensuring of telecommunication market investing activity. The tariff setting for telecommunication universal services on the basis of separate activities cost is proposed
