Essay

This dissertation research explores the basic theoretical and methodological principles of administrative-territorial system improvement; it’s present-day status in Ukraine and in the developed democratic foreign countries, legal status of cities, having special status. It was offered the determining directions and mechanisms of administrative-territorial system improvement and it was proposed more clear determination for a basic concept in relation to the subject of research. For the administrative-territorial system improvement it is suggested to accomplish the following legislative enactments: 1) to create a legislative base; 2) to form a state committee on a level of President of Ukraine, Government and Parliament with the purpose of realization of administrative-territorial reform; 3) to confirm and provide realization of administrative-territorial reform and also to foresee the proper financing of works.
