Essay

Research object: process of the digital speech signal processing in the telecommunications systems. Purpose of dissertation work: providing of timely delivery of digital speech signals in the telecommunications systems due to reduction of volume of information which are passed, on the basis of method of com-pression and renewal of digital speech signals. Research meth-ods: theory of the systems, theory of chances, theory of matrices, theory of encoding, theory of digital signal processing, mathe-matical statistics. Scientific results: the method of compression of digital speech signals, based on the use of found out statistical properties of discrete transformation of Walsh, is first offered; got subsequent development method of encoding of coefficients of transforms of discrete transformation of Walsh by the arrays of variable bit. Degree of introduction: research center of com-puter-integrated information's technologies of the Kharkov na-tional university of radio electronics (Kharkov); regional man-agement of Government boundary service of Ukraine (Kharkov); the complex of facilities of automation of association of air de-fense is "Oreanda-2000" (Kiev)
