Conceptual bases of effective functioning of mechanisms of mutual relations of bodies of public authority during management of ground resources are proved, the structurally functional scheme of the control over rational use and protection of the grounds is offered and concerning functioning institute of public inspectors recommendations are developed for small and average cities.
