Beregoy T. The Agency of Regional Development as an Administrative Mechanism of Regional Development based on Principles of Democratic Governance

Institutional infrastructure of public administration of regional development. This dissertation was aimed to define the role of Agencies of regional development (ARD) in the process of institutional formation of administration by regional development based on principles of democratic governance. It is proved that improvement of institutional structure of administration by regional development should be considered by engaging the Agencies of regional development as a part of this structure. Research methods are general and special methods: historical, comparative, system and other. The scientific novelty of the got results gotes, foremost, in that dissertation is first complex research in which conception of democratic rule comes forward as methodological basis of research of agencies of regional development as important component institutionally infrastructure of management regional development. This action will guarantee the efficiency of regional policy realization as well as effectiveness of theprocess of administration by regional development. In this dissertation the new theoretical model of mechanism of administration by regional development has been elaborated on the principles of democratic governance. By having a purpose to clarify the conception of functions, directions and organizational and legislative status of the Agencies of regional development the author worked out "Strategic plan for creation of Agencies of regional development" and a draft of legislative document "About Agencies of Regional Development". The results of dissertation research are inculcated in activity of organs of public power and non-governance organization, and also in scientific researches and educational process.
