Poltarak N. The estimation of quality of small business development state support programs

.Object of research is process of small business development state support. The purpose of work is generalization and development of theoretical and methodical bases, the practical recommendations of small business development state support programs quality estimation. Research methods are system approach, logic analysis, statistical and comparative methods of the estimation, analysis and synthesis, expert estimations method , graphic method. Theoretical and practical results. The metodical approach to small business development state support programs quality estimation, that allows to estimate the programs on coordination, structure, quality and realizability; structure of the target program of small business development state support on the basis of a program target method, that determines the target program sections contents, requirement to its contents, the form of representation, that allows to determine a chain “problems-purposes-tasks-measures-result” in the program structure ; definition of concept “the target program of small business development state support”, that takes into account the coordination of all programm elements are got further development. System of target programs classification on the basis programs kinds specification, that characterizes sources and efficiency of arget programs financing; a method of an estimation of small business level in the country and its regions, that reveals the specificity of small business development in all of the regions and enables to estimate business development under its basic characteristics are improved.
