Essay

The thesis is devoted to the problem of AIC innovation potential estimation. Theoretical realizing of nature and structure was detailed in the process of the research. It was also proved that its constituents are not added mechanically but they are in complicated non-linear interaction. The necessity of applying the problem oriented approach to innovation potential estimation was proved. The paper also deals with developing and adopting to the specifics of agro industrial sphere the methods of problem oriented estimation of innovation potential. Analytical research conducted by agrarian experts was done on the basis of this estimation. The research enabled us to define the most perspective directions of AIC innovation development, to obtain an objective estimation of the of AIC enterprises' real possibilities in implementing the corresponding technologies. We have investigated the dynamics of the staff potential of agrarian science and proved that the crisis phenomena are still taking place. To restorenormal processes of the scientific potential of AIC and to lead it out to the permanent regime of development we need at least eight years while the project of General State Complex Program of a Ukrainian Village Development for the period up to 2015 does not provide for real means of scientific potential and innovation factor in development of agrarian sphere policy. It was also shown that rather low general level of scientific developments commercialization and innovation processes in domestic AIC are increasing. It was also mentioned that new phenomena in economics of Ukrainian agriculture the appearance of some profitable private innovation firms which consult and train staff (even free of charge) within the organic part of their innovation business.
