The dissertation is devoted to the issues of analysis of organization and legal fundamentals of realization of customs procedures on sea transport. This dissertation research contains the basis definitions of realization of customs procedures on sea transport. The author of dissertation determines significance, structure, forms and legal regulation of customs procedures. The peculiarities of realization of customs procedures on sea transport in relation of each of types of sea transport (passenger, freight, military, fishing etc.) are also explored. Special attention is devoted to the problems in the field of legality in relation of realization of customs procedures. The author has studied the place of the pointed procedures in the administrative law, has formulated the conclusion that they represent the separate kind of proceeding in the administrative law and are the constituent part of administrative procedure.
