Object of research: the processes of economic grounding of technological innovations creation and consumption. Objective of research: the development and implementation of theoretical and methodological principals, recommendations and theoretic-practical suggestions concerning socio-economic assessment mechanism realization of innovation technologies at the machine building enterprises. Research methods and apparatus: general scientific methods are applied: the system approach, information theory for categorical apparatus analysis of technological innovations, modem systems of object cost assessment of intellectual property while costs defying for new TP development; analysis and synthesis methods, observation, comparison, generalization, abstracting, and formalization. Theoretic and practical results: technological innovations terminology is improved, besides, the notion "technology" is defined, the notions "technological innovation" and "technological process" are offered at a new, more qualified level, that allows to take into account and handle the specification of the industrial processes members relations in the sphere of technologies; recommendations for social and economic component definition of new technological processes with the help of ecological and economic criteria and social capacity of technological innovations, that assists more complete realization of the environment protection principles, natural resources preservation; rating assessment recommendation of alternative technological processes using resources and cost approach, that allows to give favor to such technological innovations, that demand the minimum of possible economic resources wastes (materials, stock, labor, business activity) under the conditions of a certain country, region or enterprise; recommendation for social and economic efficiency determination of new technological processes gets further development, that allow the realization of technological innovations assessment with defined technical and economic as well as social and ecological parameters; determination and grounding of the most essential kinds of technological innovations effects is further developed, the capacity and significance of which depend at a great extend on the practical activities of the technological innovations elaborator on the market: the technological development application itself, absolute or partial transfer of the rights for the innovation to the other market subjects etc. Novelty: the methodological approach for defining of the market effect of technological innovations using Harrington's function of desirability is firstly proposed, that allows with a sufficient level of exactness and reliability to define the market effect level in the combination with the competitive ability level of innovation technological processes Level of implementation: Joint stock Association "SKB Ukrelectromash" (Kharkiv), Joint stock Association "Electromashina" (Kharkiv), Joint stock Association "Kharkiv electric shield Plant" (Kharkiv), in the academic processofNTU "KhPI" in the teaching of the courses "Innovation management", "Creative management", "Transfer of technologies:, "Economic efficiency of innovation processes".
