The dissertation is devoted to analysis of criminological and conceptual basis of programming in the system of crime prevention, and to the determination of main directions of its improvement. The definition and main directions of this activity, main points, peculiarities and meaning of program documents in this sphere is determined. The substance and structure of organizational and legal mechanism of preparation, taking and realization of program decisions in the activity concerning crime prevention is defined. The characteristic of informational, material and technical, organizational and management ensuring of decisions is given. Recommendations forward improvement of theoretical and legal basis and practical activity on preparation, taking and realization of program decisions in the system of crime prevention and razing of their effectiveness are formulated.
